U, V are the special for the discription of a parametric surface. 0<=U,V<=1. So, any surface can be formulated by two parameters U and V. If you want to know more about U, V, you can refer to some materials of parametric surface. After that, you will understand.
But, as a application engineer, what you need to know is to how to use them. I think that's enough.
