Given that Gear Wizard has been wrapped into NX for China package from NX7, to enable Gear Wizard in NX7.5, you have to set NX language as ugii_lang=simpl_chinese.

因为齿轮设计向导从NX7开始就被打包进了NX for China包，为了能使用NX for China包。必须在7.5里把环境变量ugii_lang设成simpl_chinese。

I am not sure, if your package reports that the version of Gear Wizard model is 4.0 instead 7.5, maybe you can try the latest version of NX7515. You can download upgrade package of 7515 from below link, here:

https://www.icax.org/download/nx/2010/934.html

I do not have NX7515 installed in my machine, so I cannot confirm that with you. Anyway, whatever the Gear Wizard version is, if you can use it, just use it, I do not think version number is a critical issue for you.
