我按你的步骤搞了一下，不知是哪里搞错了，到了第13步新建
刀具从刀具库选刀，确定后总是跳出报警：
No suitable pocket found for tool d10,
tool will be put generic list.
而且刀具建不到carrier目录下。
全部操作搞定后，新建文挡进入加工后，建立操作，选刀后，
选set machining data时又有跳出报警：
machining data was not set for face milling,
the cut method is not defined.
edit the method group to specify a
cut method.

下面是我的全部操作步骤
1.新建一个文档。例：D:\55.PRT
2.进入加工环境，新建刀具。
3.选菜单信息/车间工艺文挡
4.选最后一个Export tool library to ascii catufile
输出刀库文件。例：D:\55.DAT
5.更名55.DAT为tool_database.dat
6.备份原文件D:\Program Files\UGS\NX 4.0\MACH\resource\library\tool\metric\tool_database.dat
7.将第5步的文件tool_database.dat替代D:\Program Files\UGS\NX 4.0\MACH\resource\library\tool\metric\tool_database.dat
8.退出UG
9.重起UG
10.打开D:\Program Files\UGS\NX 4.0\MACH\resource\template_part\metric目录下mill_planar.prt
11.选菜单工具/编辑加工数据库
12.切换到刀具加工数据选项卡
13.插入刀具
14.双击MILLING----数量匹配----插入建好的刀具
15.编辑每一把刀的参数----应用
16.点击刀具视窗
17.新建刀具从刀库选刀
18.确定后总是跳出报警：

而且刀具建不到carrier目录下。
19.选加进来的刀具右键物件---模板设定
20.选中模板和从父系载入
21.保存
22.新建文挡进入加工后，建立操作，选刀后，
选set machining data时又有跳出报警：
machining data was not set for face milling,
the cut method is not defined.
edit the method group to specify a
cut method.
