Windows 2000 ,XP.automatic disabled network card if it is out of network.
Change registration.
regedit.exe(at c:\winnt) then
Hkey_loca_l machine,system,currentcontrolset,services,tcpip,parameters,
Then, edit add a parameter(D),"DisableDHCPMediaSense", value=1.
Please be care for  Cap sense.  
  
Then reboot your computer.
